On September 10, 2018, the 10th China Baotou Rare Earth Industry Forum was held in Baotou City, Inner Mongolia Autonomous Region. Chairman of the Inner Mongolia Autonomous Region Government Bu Xiaolin, Member of the Standing Committee of the Autonomous Region Party Committee, Secretary of the Baotou Municipal Party Committee Zhang Yuanzhong, Vice Chairman of the Autonomous Region Government Zhang Shaochun and the Ministry of Natural Resources and Finance Ministry and other relevant department comrades attended the opening ceremony. Wang Jiangping, Vice Minister of the Ministry of Industry and Information Technology, was invited to attend and gave a speech on promoting the high-quality development of the rare earth industry.
Wang Jiangping pointed out that China's rare earth industry has generally entered a healthy development track, resource protection has been continuously strengthened, industrial structure has been continuously optimized, resource transformation has achieved remarkable results, management policies have been continuously improved, and the industry's appearance has been significantly improved, but there are still high-quality developments. A certain gap, we must adhere to the problem-oriented, strategically grasp the new situation and new requirements, maintain a clear judgment and analysis of the changes in the domestic and international situation, effectively respond to challenges and seize opportunities.
Wang Jiangping emphasized that this year is a crucial year for the 13th Five-Year Plan. The Ministry of Industry and Information Technology will focus on four major changes in quality, efficiency and power: First, the synergy between market functions and industry control mechanisms will be brought into play. To improve the level of refined management of rare earth resources, improve the plan distribution system, and strictly control the newly added smelting and separating production capacity; second, adhere to innovation-driven, green development, improve industry standards and norms, and solve environmental problems such as ammonia nitrogen and high-chlorine wastewater discharge; The third is to strengthen the application of rare earth functions, enlarge and strengthen the scale of the industry, actively expand the application of high-abundance elements, and guide the coordinated development of upstream and downstream industries; the fourth is to strengthen the management and control capabilities of the rare earth group, compact the main responsibility of the enterprise, form a survival of the fittest, and distinguish between reward and punishment. The mechanism will truly play the role of market mechanism and promote the development of industry norms.
During the forum, Wang Jiangping also investigated the Baotou Rare Earth R&D Center of the Chinese Academy of Sciences and the Baotou Materials Industrial Park of Shanghai Jiaotong University. Relevant comrades from the Department of Raw Materials Industry of the Ministry of Industry and Information Technology, the Inner Mongolia Autonomous Region and the People's Government of Baotou City accompanied the investigation.
